This is an intaglio printing technique.
The image is scratched onto the printing plate, which can be plastic, metal or card, with a sharp metal needle. Anything sharp can be used. I have even used an apple corer on a plastic plate. The drypoint line has a burr which when inked and wiped and printed produces a lovely velvety soft line.
